Harpenden Town Council, in partnership with Hertfordshire Youth Service and the local secondary schools, set up Harpenden Youth Town Council in 1998. The purpose of the initiative was to include the young people of Harpenden in the local governance of the Town and give them an opportunity to help shape their local services and amenities.
